Memory usage doesn't primarily depend on the activity of the VPS, it's more about the applications/services that are running on it. Each application uses a certain amount of RAM, whether it's active or not.
With 256mb RAM it's certainly possible to run a vBulletin forum on a Windows VPS, but it really depends on what you run apart from that. For example if you run MSSQL, MySQL, Spamassassin, etc, 256mb might be on the low side.
